First funded in 2008, the Center to Improve Program and Project Performance (CIPP) provides technical assistance (TA) to grantees under four programs (Parent Information Centers, Technical Assistance and Dissemination, Education Technology Media and Materials, and Personnel Development) and staff of the U.S. Department of Education's Office of Special Education Programs (OSEP) on evaluation design and implementation and performance measurement. CIPP's overall mission is to advance the rigor of evaluation activities conducted by or for OSEP-funded projects so the results may be used to improve project performance and inform OSEP's funding decisions and strategic planning. CIPP activities include:

  • On-request TA on project evaluation for OSEP grantees,
  • TA to selected OSEP grantees in developing logic models and evaluation plans, and
  • Support to OSEP in conducting Government Performance and Results Modernization Act (GPRA) measurement and 3+2 review meetings.

CIPP is staffed by Westat, a social science research firm in Rockville Maryland, and its subcontractors, Compass Evaluation and Research, SRI International, and Insight Policy Research.
