Center to Improve Program & Project Performance Site (CIPP)


CIPP provides technical assistance (TA) on evaluation design and implementation and performance measurement to grantees and staff of the U.S. Department of Education's Office of Special Education Programs (OSEP). It is staffed by Westat, a social science research firm in Rockville Maryland, and its subcontractors, Compass Evaluation and Research, SRI International, Insight Policy Research, and EvalWorks.

Submit a TA Request 

CIPP services include:

  • On-request TA on project evaluation for OSEP grantees funded under four programs (Parent Information Centers, Technical Assistance and Dissemination, Education Technology Media and Materials, and Personnel Development);
  • TA to selected OSEP grantees in developing logic models and evaluation plans;
  • Access to evaluation-related TA products and resources; and
  • Support to OSEP in conducting Government Performance and Results Modernization Act (GPRA) measurement and 3+2 review meetings.

Registered users must log in to the CIPP SharePoint site to access TA resources or to submit data for a 3+2 review or GPRA reporting.
