Welcome to the CIPP Site!

First funded in 2008, the Center to Improve Project Performance (CIPP) provides technical assistance to grantees and staff of the U.S. Department of Education’s Office of Special Education Programs (OSEP). CIPP’s overall mission is to advance the rigor and objectivity of evaluations conducted by or for OSEP-funded projects so that the results of these evaluations can be used by projects to improve their performance and used by OSEP for future funding decisions, strategic planning, and program performance measurement. 
CIPP has three primary purposes: 
  • To provide summative evaluation guidance, support, and oversight to projects selected by OSEP.
  • To provide intensive technical assistance (TA) to 16 of OSEP’s largest grantees in the development of their logic models and their formative evaluation plans.
  • To provide general TA in evaluation to OSEP-funded projects on request, prepare a variety of TA products focused on evaluation issues, and provide presentations on evaluation through Webinars and conferences.
Services available to all OSEP grantees funded under four programs (Parent Information Centers, Technical Assistance and Dissemination, Technology and Media Services, and Personnel Development) include the following:
  1. Consultation on evaluation-related sampling, instrumentation, data collection, and analysis 
  2. A discussion board for sharing evaluation-related information
  3. A library of evaluation-related documents 
  4. Links to additional evaluation web sites

CIPP is staffed by Westat, a social science research firm in Rockville Maryland, and its subcontractors, Compass Evaluation and Research and EvalWorks.
